Canada EI Measures 2025: Tariff Relief for Workers
In response to unwarranted U.S. tariffs impacting Canadian goods, the Government of Canada has introduced temporary Employment Insurance (EI) measures to support workers facing job uncertainty in 2025. These changes, announced by Minister of Jobs and Families Steven MacKinnon, aim to protect Canadian workers and stabilize the economy. Learn about the new EI benefits and how they can help you.
What Are the New Temporary EI Measures?
The government has launched a pilot project to enhance EI access for workers affected by tariffs. Here’s a breakdown of the key changes, effective as of April 2025:
1. Easier Access to EI Benefits
Regional unemployment rates will be boosted by 1%, with a minimum rate of 7.1% across all EI regions. This reduces the hours needed to qualify for regular EI benefits to no more than 630 hours and extends benefit periods by up to four additional weeks. This measure will remain in effect for three months until July 12th, 2025, providing immediate relief.
2. Faster EI Payments
For the next six months until October 11th, 2025, rules around severance, vacation pay, and other separation funds will be suspended. This allows workers to receive EI benefits without first depleting these funds, ensuring quicker financial support during layoffs.
3. No Waiting Period
The standard one-week waiting period for EI benefits is waived for six months until October 11th, 2025. This applies to all claimant types—regular, special, and fishing—helping workers manage income loss from day one of unemployment.
Additional Support: EI Work-Sharing Program
On March 7, 2025, the government also enhanced the EI Work-Sharing Program to make it more accessible. This initiative helps employers retain workers by offering income support during reduced work hours, preventing layoffs amid economic challenges caused by tariffs.
Why These Changes Matter
The U.S. tariffs threaten Canadian jobs and economic stability, particularly in industries reliant on exports. The EI program acts as an economic stabilizer, providing a safety net during downturns. As Minister MacKinnon stated, “Canadian workers have always shown resilience, but the impact of tariffs is beyond their control.” These measures ensure workers can access timely support while the government works to remove the tariffs.
How to Qualify for EI Benefits in 2025
To qualify for regular EI benefits under the new measures:
- Have worked at least 630 hours in the past 52 weeks (varies by region).
- Be unemployed due to reasons beyond your control, such as layoffs linked to tariffs.
- Apply through Service Canada to start your claim.
Check with Service Canada for specific eligibility details, as regional variations may apply.
What’s Next for Canadian Workers?
The government is collaborating with provinces and territories to enhance workforce development, improve labour mobility, and streamline foreign credential recognition. These efforts aim to help workers transition to new opportunities if needed. Stay tuned for updates on these initiatives.
